Electrical Plan Examination Submittal Requirements
Effective 02/01/19 The IBI Electrical Plans Examiner examines construction documents related to electrical systems to determine compliance with OBC rules. Plans must be of sufficient clarity to identify the extent and location of the proposed installations.
- All submittals (new, corrections, or revisions) shall be submitted as a single .PDF file that includes all sheets.
Acceptable digital formats include: 1.) USB drive or CD or DVD submitted at our front counter or 2.) Submission via email to planreview@inspectionbureau.com.
- Egress Illumination: Egress illumination levels and luminaire placement is part of the building plan review and is not part of the electrical plan review. However, when provided, the electrical function of egress illumination is reviewed for field enforcement purposes. Review items include:
- Egress lighting shall be connected to an emergency electrical system. OBC 2702.2.11, 1008.3.1, 1008.3.2, 1008.3.3 NEC 700.12(F)
- Egress lighting shall provide the required illumination at all times that the area is occupied. (NOTE: “At all times“ can be accomplished by using key switches, 24 hr. circuits, locating egress lighting switches in areas inaccessible to unauthorized persons or other approved means. Where panelboards are accessible to unauthorized persons, egress lighting shall be locked on and identified as “Emergency Lighting”.) OBC 1008.2, NEC Art. 110.22, 700.16, 700.20, 700.21
- Installers and designers frequently refer to “Egress Lights” and “Emergency Lights” as if the two terms are interchangeable. They are not. Under normal conditions the power source for “Egress Lights” is the normal power supply. The power source for “Emergency Lights” is by battery or generator. Emergency lighting provides no illumination until failure of the egress light circuit. Egress Lights and Emergency Lights form the Emergency Lighting System. NEC 700.16
- A complete single-line diagram shall be provided as noted below:
- New Construction – Single-line diagram shall include all service & feeder distribution conductors and equipment, conductor sizes, equipment ratings, and overcurrent protective device ratings. All lighting and outlets must show circuiting.
- Existing Construction – Single-line diagram shall include all affected service & feeder distribution conductors and equipment, conductor sizes, equipment ratings, and overcurrent protective device ratings. All lighting and outlets must show circuiting.
- Required Outlets, required branch circuits, and Dwelling Unit receptacle spacing: Design professionals vary in the depth of detail submitted with their design. Typical electrical drawings are not dimensioned and detailed to the degree necessary to ensure electrical functionality or compliance with every aspect of the National Electrical Code (NEC). Drawings are typically prepared with the assumption that the installer is qualified to do the electrical installation in accordance with the drawings and the NEC resulting in a fully functional and safe electrical installation. Additionally some design professionals simply include a note on their drawings indicating “All work shall comply with the National Electrical Code.“OBC 2701.1 provides that electrical components, equipment and systems shall be designed and constructed in accordance with the provisions of the NEC (NFPA 70). Therefore intended compliance with the minimum requirements of the NEC shall be the foundation for all electrical drawings submitted for review. Depending on the type of work submitted for review, compliance with the NEC (ie: 210.8, 210.11, 210.12, 210.50, 210.52, 210.60, 210.62, 210.63, 210.64, 210.70, 210.71, 600.5, and other NEC minimum requirements) is essential and compliance therewith should be assumed as a condition of plan approval regardless of degree of detail submitted.
- Panelboard schedules and load summaries shall be provided as noted below:
- New Construction – schedules and load summaries shall include service, feeders, transformers, and branch circuits including the interrupting capacities of all overcurrent protective devices.
- Existing Construction – Schedules and load summaries shall include service, feeders, transformers, and branch circuits as applicable including the interrupting capacities of all overcurrent protective devices.
- For both a. and b. – Tenant finish submittals shall include the tenant loads and the resultant service loads.
- Available fault current value for all projects that involve service entrance equipment installation or replacement. (Obtainable from the utility company).
- Location and identification of:
- All panelboards, feeders, branch circuits, utilization equipment and outlets.
- All service equipment, overhead drops, service laterals, and service points.
